You can publish free-plan ElevenLabs narration on YouTube for noncommercial use with the required attribution. You cannot use it commercially. The important detail is which plan was active when the audio was generated, not when you upload the video. ElevenLabs publishing FAQ.
For a creator building a business, treat Free as a place to explore voices, not a source of finished commercial narration. ElevenLabs expressly prohibits commercial use on a free plan in its Prohibited Use Policy.
This guide covers ordinary YouTube narration, based on official pages read on November 1, 2026. It is practical editorial guidance, not legal advice or a promise of YouTube approval.
Use this table to sort your files before you edit them into a video. “Permitted” below always assumes compliance with applicable terms and rights requirements.
| Your situation | Commercial use? | What to do |
|---|---|---|
| Free output for a noncommercial video | Noncommercial only | Include required attribution. |
| Free output for a commercial video | No | Replace it before release. |
| Generated during a paid subscription | Generally permitted | Check service-specific restrictions. |
| Generated free, then upgraded | The old output remains noncommercial | Generate a new paid-version file. |
| Generated paid, then canceled | Existing qualifying output remains usable indefinitely | Keep generation and subscription records. |
| Generated with Beta Services | Not permitted commercially or in production | Check the feature's designation. |
The first five scenarios follow ElevenLabs' publishing FAQ; the beta restriction is also stated in its Beta Services Addendum. Continued use of paid output remains subject to service-specific terms.
A channel's current YouTube Partner Program status is a poor shortcut for deciding how you intend to use narration. A sponsored tutorial, a product promotion, and a client deliverable can serve a business purpose even before the channel earns ad revenue.
Our practical recommendation: treat those projects as commercial when choosing your workflow. If a borderline case matters to your budget, describe the actual use to ElevenLabs and request clarification rather than assuming that turning ads off solves it. This is a conservative workflow recommendation, not a vendor-provided definition of every commercial scenario.
For noncommercial narration made on Free, the FAQ requires elevenlabs.io or 11.ai in the title. A description-only credit does not match that instruction. Music has a different attribution rule and is outside this narration guide. ElevenLabs attribution requirements.
Suppose you have already edited a free-plan voiceover into a sponsored video. Use the generation-time rules above to identify the clips that need replacement.
A practical replacement workflow:
Keep the old and new versions clearly labeled. A folder full of nearly identical filenames makes it too easy to export the wrong take.
Starter currently lists a commercial license on the official pricing page. Choosing a larger plan is a separate capacity decision; do not buy more credits merely because you think a higher tier is necessary for ordinary commercial narration. For broader product context, see our ElevenLabs review.
ElevenLabs' general terms require you to have the necessary rights to inputs and outputs. They also describe voice models based on your voice or a voice you are authorized to share. Paying does not supply missing permission to upload someone else's recordings. ElevenLabs Terms of Service, section 4.
Before using a cloned voice, check whether your permission covers the actual project, intended distribution, and processing by the service. Do not assume permission to record an interview also covers turning that recording into reusable synthetic narration.
The current ElevenCreative terms require appropriate consent for identifiable people's voices or likenesses. They also require consent records to be retained for five years from collection or the longer period required by applicable law. Model-specific and third-party-provider terms may apply too. ElevenCreative Terms, sections 1–3.
Review your exact feature, not just the plan badge. The service-specific terms index separates creative, API, music, and other services. A narration decision should not automatically become a licensing decision for every asset on your timeline.
Likewise, do not assume that a feature is production-ready because it appears inside a paid account. The beta addendum covers alpha, beta, pilot, preview, and similar designations. Confirm the status of the specific feature you use. Beta Services Addendum.
YouTube requires disclosure for realistic AI-generated or meaningfully altered content. Its examples distinguish cloning your own voice for voiceovers or dubbing, which does not require disclosure by itself, from making a real person appear to say something they did not say. Check the whole video rather than treating every AI voice identically. YouTube AI disclosure policy.
YouTube says disclosure alone does not reduce a video's audience or monetization eligibility. That is not a promise that the underlying video satisfies every other policy. Use the current upload disclosure controls when applicable.
A commercial voice license does not establish eligibility for the YouTube Partner Program. YouTube evaluates originality and authenticity, including repetitive or mass-produced content and reused material without sufficient original contribution. Its reused-content rules are separate from copyright enforcement and can apply even when the original creator gave permission. YouTube channel monetization policies.
Build the video around a distinct viewer need: your explanation, analysis, examples, or reporting. Buying narration is a production step, not evidence that the finished channel meets those standards.
This checklist is our suggested recordkeeping workflow, not a guarantee against a dispute:
If you later cancel, preserve this folder with the finished project. If you revise the narration afterward, create a new record for the new generation instead of treating the whole project as one permanently cleared asset.
This is source-based research, not hands-on testing. The linked official pages were read on November 1, 2026. No paid subscription, output-license dispute, or YouTube monetization application was tested. The terms discussed use ElevenLabs' non-EEA version for a US audience; individual agreements and feature-specific conditions may differ.
This guide does not establish copyright ownership, clear third-party rights, or predict platform enforcement. Recheck the applicable terms before a commercial release. For alternative workflows, use our YouTube voice-generator shortlist or ElevenLabs vs. Murf comparison, then verify the selected provider's current license separately.
